The porpoises and the seals must know something - more and more of them are visiting the harbor. Although the cleanup has years to go, it's clear the harbor is on the way back. But there are other issues: Will the harbor retain its fishing and marine industries? Will it become a rich person's pond, inaccessible to the rest of us?
